Client Gets App-Fnd-01926 Every Time After Bounce Apps 11i And R12 Forms Service (Doc ID 555409.1)

Symptoms

With eBusiness 11i & R12, when using adfrmctl.sh script to startup Forms Server from the $HOME directory, all users experience the following error when trying to launch forms functions:

ERROR
APP-FND-01926: The custom event WHEN-LOGON-CHANGED raised unhandled exception: ORA-06508: PL/SQL:
could not find program unit being called


While starting forms by running adfrmctl.sh after changing directory from the $HOME directory then no problem is experienced.

The issue can be reproduced at will with the following steps:
* log on as applmgr user and set the environment  
      NOTE - you remain in the $HOME directory to continue these steps
* Shutdown forms service using the command $COMMON_TOP/admin/scripts/CONTEXT_host/adfrmctl.sh stop
* Restart forms service using the command $COMMON_TOP/admin/scripts/CONTEXT_host/adfrmctl.sh start

Following the steps below does not reproduce the problem and resolves the issue once it starts to appear
* log on as applmgr user and set the environment  
* cd $COMMON_TOP/admin/scripts/CONTEXT_host
* adfrmctl.sh stop
* adfrmctl.sh start

Users are now able to access forms functions correctly
