RIQ Results not Displaying the Optimum Rate and Service Time at the Top of the Results

Symptoms
-- Problem Statement:On 5.5.03, Find that the Integration Rate Inquiry with Available by and Deliver By dates specified
with Lowest Cost option does not return the first time feasible rate. The first lowest cost rate (this is the only rate returned) is returned even though the time is infeasible with respect to the Available and Deliver By dates
EXPECTED BEHAVIOR
Expect that the first time feasible rate is returned when Available and Delivery by dates are
provided
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Create more than one rate per lane with one rate
2. For example, create two rates per lane. One rate (call it R1) with cost 10 dollars as cost and
2 days as service time. Another rate (call it R2) with cost 20 dollars as cost and 1 day as
service time.
3. Construct a RIQ XML with the difference between date available by and deliver by as 1 day and
choose Lowest Cost for Rate Option.
4. See that the R1 (rate that is time infeasible) is returned back since that is the lowest cost
rate available even though this is time infeasible

The issue has the following business impact:
Due to this issue, receiving external system cannot retrieve the first time feasible lowest cost
rate for further processing
