iSupport: "You do not have the adequate permission to access this page" on User Registration

Symptoms
When GUEST user in iSupport click the "Register" link, the following error occurs:
'You do not have the adequate permission to access this page.
Please contact your system administrator.
The issue can be reproduced at will with the following steps:
1. Enable guest user in iSupport
2. Log onto ibuhpage.jsp
3. click the Register link.
4. Error occurs
