Pricing Security Enabled At Operating Unit Allows Other Operating Units To View And Update Which is Incorrect

Symptoms
When attempting to setup pricing security at operating unit level, find it is not working correctly to restrict price list by view only and maintain. When using a responsibility associated to a different operating (as verified by profile MO: Operating Unit set at responsibility level and not set at user level), to test, find that one is able to view price lists where privileges are assigned to an operating unit that is not associated to the current responsibility. Furthermore, when one attempts to add a line to this price list the following error occurs:

Steps:
1. Turn on pricing security as follows:
QP: Security Control ON Site
QP: Security Default Maintain Privilege OU Site
QP: Security Default ViewOnly Privilege OU Site
2. Select AU_PRICING_SUPERUSER responsibility has value
Australia for MO: Operating Unit.
3. Navigate to: Price List > Price List setup
Create Australia OU (operating unit) Price List
4. Select OM PRICING SUPERUSER responsibility which
has value New Zealand for MO: Operating Unit.
5. Navigate to: Price List > Price List setup
Created New Zealand Operating Unit Price List
Note: At this point all price lists are tied to Operating Unit.
None of them have Global Usage enabled.
6. While in same responsibility one is able to query Australia price list.
7. While in same responsibility, tried to add a price list line and save.
Error is shown:
ORA-01403: no data found in Package
QP_Validate_Price_list_line Procedure Entity
8. Responsibility = Oracle Pricing Administrator
Navigate to: Security Privileges
Query by Grantee Type = Operating Unit and Grantee Name = Australia.
It shows that Australia Price List has View Only access.
Others have Maintenance access
