'Balance' Level Conversion Secondary Ledger Does not Show Balances from the Primary Ledger. How to Transfer Such Balances?

Symptoms
A Secondary Ledger has been created with the same Chart of Accounts, Calendar and Currency as the Primary Ledger. In Accounting Setup Manager (ASM) the Conversion Level is set to 'Balance'. Posting journals in the Primary Ledger does not affect at all the balances in the Secondary Ledger.
STEPS TO REPRODUCE:
- General Ledger responsibility > Setups > Accounting Setup Manager
- Query for the Primary Ledger
- Add a Secondary Ledger having the same Chart of Accounts, Calendar and Currency
- Set a Conversion Level of 'Balances' > Save
- In the Primary Ledger navigate to Journals > Enter
- Create a new journal and post it
- In the Secondary Leger check the balances and see there is no change

New Secondary Ledger defined and attached to the Primary Ledger.
