Symptoms
In a 11i E-Business Suite Database Environment, the reorganization of an Index online via the alter table/index move command is failing with ORA-28650:
Example:
INDEX APPLSYS.SYS_IOT_TOP_37123,INDEX APPLSYS.SYS_IOT_TOP_37125
using alter table/index move the following error occurs:

ORA-28650: Primary index on an IOT cannot be rebuilt
ORA-08108: may not build or rebuild this type of index online
