Unable To Perform The Workflow Mailer Configuration As It Keeps Giving "Validation Error Occured" (Doc ID 603954.1)

Symptoms

On Oracle Applications release 11.5.10.2

Cannot configure the Workflow Mailer in Oracle Application Manager (OAM) Workflow Configuration
pages for Outbound Messages.  When inputting the SMTP Server name, received the following error after supplying all the configuration parameters:

Validation Occurred

The Workflow Mailer log reflects:

oracle.apps.fnd.cp.gsc.SvcComponentContainerException: Could not start component; performing
rollback -> oracle.apps.fnd.cp.gsc.SvcComponentException: Validation failed for the following
parameters -> {MAILER_SSL_TRUSTSTORE=The file does not exist or the permissions do not allow access}.
