-- Problem Statement:
When planning two orders using the Bulk Plan action, the orders are not consolidated into a single multistop shipment. When the orders are planned via the Multistop action, they successfully plan into a single shipment that is of less cost than the 2 shipments created using the Bulk Plan action.

The following log line is found during the Multistop attempt:

Multistop Failed cost saving check!! :-(

The rate being evaluated in the Direct Shipment or the Potential Multistop Shipment includes a Rate Cost Basis of 'Shipment Total Transit Time'.
