Symptoms
The tax is not automatically calculated for the order.
Expect the tax to default onto the order, as opposed to having to manually 'calculate tax'.
Steps To Reproduce:
1. Order Management responsibility
2. Orders, Returns -> Sales Order
3. Create Sales Order, 'Actions -> Calculate Tax'
