The issue occurs both in BI Publisher embedded in Oracle Applications 11i Release as well as Standalone BI Publisher 10.1.3.2.1.

Symptoms
When attempting to merge two PDF files using BI Publisher's DOCMERGER.MERGEPDFDOCS API the following error occurs.
java.lang.NullPointerException
at java.lang.String.<init>(String.java:144)
at oracle.apps.xdo.template.pdf.PDFParser.initialize(Unknown Source)
at oracle.apps.xdo.template.pdf.PDFParser.<init>(Unknown Source)

at PDFDocMerge.PDFMerger.docMerging(PDFMerger.java:30)
oracle.apps.xdo.template.pdf.exception.FatalException: The template seems to be in either
corrupted one or newer version than PDF1.4
