Symptoms

On 11.5.10.2 in Production:
Find that a lot of records in PER_QUALIFICATIONS do not have a PERSON_ID attached to them.

EXPECTED BEHAVIOR
Expect the PERSON_ID to be attached to the records in the PER_QUALIFICATIONS table.

WHAT IS WORKING

This seems to have no impact on the Core HR application.

The issue can be reproduced at will with the following steps:
1. Query records in the PER_QUALIFICATIONS table

The issue has the following business impact:
Due to this issue, users cannot use Discoverer reports as the records with NULL PERSON_ID are not
returning.

Users cannot view records in Discoverer Reports - Customer is expecting link to PER_PEOPLE_F based on person_id.
