How Does the PTO Carryover and Accrual Balance Work?

PTO is accrued based on the payroll calendar (23-DEC-2007 to 20-DEC-2008) which is different from Calendar year.
The vacation taken (absence) needs to be based on Calendar Year (01-Jan-08 to 31-Dec-08).
The accrual screen calculates all the entitlements based on the entitlement calculation dates.

Q1: Can you explain how the PTO carryover and accrual balance works?

Q2: Do we need to run the carryover on 20-DEC-08 or 31-DEC-08?
