Unable to Split so Line During Pick Confirm Through Api Call

Calling the following APIs from a custom program to achieve a split or backorder on sales order lines for partial quantity on a pick released order while PICK CONFIRM is in process:
wsh_delivery_details_pub.update_shipping_attributes before calling
After calling the API, the delivery detail line is not getting split or updated with new quantities. However, the pick confirm process completes for requested quantity. It is expected that the detail line split successfully.
The steps used are:
- Pick release through the form (Navigation path is Shipping->Release Sales Orders->Release Sales Orders)
- Split line using the API wsh_delivery_details_pub.split_line
- Update shipping attributes using API wsh_delivery_details_pub.update_shipping_attributes
- Pick confirm using API inv_pick_wave_pick_confirm_pub.pick_confirm
