Symptoms

-- Problem Statement:
On 11.5.10.2 in Production:
When attempting to use mass user creation which depend on API hr_user_acct_api, if the profile option 'Signon Password Hard to Guess' to 'No' for user who running process some user have not created.

The following error occurs:
hr_user_acct_api.creat_user_acct: Unable to create user <USERNAME> due to the following
reason(s):
Password must not contain repeating characters

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
Username:
ROLESCREATION
Run 'XXDWP: HR User and Global Responsibility Validate / Load'
Error report contains details of rejected users with the message:
'Error occurred when calling hr_user_acct_api.Error occurred when calling
hr_user_acct_api.create_user_acct : Unable to create user <USERNAME> due to the following
reason(s): Password must not contain repeating characters.'

 

The following password profile also gets affected:
SIGNON_PASSWORD_CASE
SIGNON_PASSWORD_LENGTH
SIGNON_PASSWORD_HARD_TO_GUESS
SIGNON_PASSWORD_CUSTOM
SIGNON_PASSWORD_NO_REUSE 

Setting the profile value of a user different from the SITE level value. Now, try creating a new User. SITE value will be used rather than USER level value. In this case the profile value of the user who is creating the new user.
