Customer Form, Address Error: The City Limit should be either '0' or '1' (Doc ID 741882.1)

After upgrade to Release 12, you are updating a customer address that was created prior to the upgrade and receive the following error:

The City Limit should be either '0' or '1'

Steps to Reproduce:

Responsibility:  Receivables Manager
Customers > Customers

Query a customer with address created prior to upgrade
Modify any field on the address and save
The error is displayed


This issue occurs for a number of customers and locations, but not all
