How does one setup a modifier to provide a discount on the list price (price from the price list), without considering the item ordered quantity?

Example:

If the item price is $4 or less, discount is 5%;
it does not matter what the quantity is.

If the item price is greater than $4, the discount is 8%;
it does not matter what the quantity might be.
