When Attempting to Connect to the Report Server with BI Publisher Desktop from MS Word Add-In '(503) Server Unavailable' Error is Generated (Doc ID 749301.1)

Symptoms

Using BI Publisher Desktop version 10.1.3.3.x when attempting to connect to the BI Publisher Template builder, the following error occurs:

Cannot connect to BI Publisher via MS Word add in -
Error while trying to access Report Server Location: The remote server returned an error:
(503) Server Unavailable.
Report Server Locations is Http://<HOST>.<DOMAIN>:<port>/xmlpserver

 
The issue can be reproduced at will with the following steps:
1. Start Word.
2. Select the menu in the toolbar called Oracle BI Publisher.
3. When the login screen appears enter the user name and password and the server information.
4. The error message then comes up in a small window.
