Symptoms

-- Problem Statement:
On 5.5.04.02, Find that the Appointment Scheduling functionality is timing out due to Locks on a Dock Location

EXPECTED BEHAVIOR
Expect that the locks are released in a timely manner

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Try to schedule an appointment for a Dock location
2. See that the process times out due to lock on Dock location

Due to this issue, users cannot schedule appointments
