Goal
How does one get this modifier to apply correctly?
Has one qualifier attribute listed Twice on the Qualifier list for a Modifier header
that uses operator "NOT =".
This causes the Modifier to not fire on sales order.
This is a header level Modifier. We want to know why does it work that way?
