Decline Reasons in 'Online Tender / Withdraw Tender' is Pointing to Quick Codes and Not Reason Codes (Doc ID 749988.1)

Symptoms

-- Problem Statement:
When declining or withdrawing a tender the reason code is linking to Quick Codes and not Reason Codes.

EXPECTED BEHAVIOR
Expect the link to go to Reason Codes.

-- Steps To Reproduce:
1. Tender a Shipment.
2. Withdraw the Shipment from the "Decline This Shipment" UI.
3. Click the 'l' button to list the Decline Reasons.
4. The result is the "Quick Code" search UI is opened and not the "Reason Code" search UI as expected.
