When Making Changes in Bi Publisher Get Error: 'Could Not Write to Configuration File'

This problem can occur on any platform.
Symptoms
When attempting to change password in BI Publisher for a user
the following error occurs.
ERROR
Could not write to configuration file.
STEPS
The issue can be reproduced at will with the following steps:
1. Change the security model in BI Publisher to 'BI Publisher Security'.
2. Set Report Repository set to a file system location:
/u01/oracleBI/product/10.1.3/OracleBI/xmlp/XMLP.
3. Try to change the password for a user account, it fails with the error:
Could not write to configuration file.
4. Any changes in the Admin forms give the same error.
BUSINESS IMPACT
The issue has the following business impact:
Due to this issue, users cannot finish setting up BI Publisher.
