Saved Queries set with "Use In Finder" Checked are not Visible Under the Object Finder (Doc ID 750376.1)

Symptoms

-- Problem Statement:

Saved queries with "Use In Finder" unchecked are not visible in the finder screens despite of having the following property set:

glog.savedquery.show_all_savedqueries = true.

-- Steps To Reproduce:

1 - In the glog.properties file set the property glog.savedquery.show_all_savedqueries = true and restart the system.

2 - Navigate to Business Process Automation > Power Data > Event Management > Saved Query.

3 -  Create new saved query for any object type with "Use In Finder" unchecked.

4 - Go to the object type finder screen, check in the "Saved Queries" drop down list and notice that the created saved query is not listed there.
