Certification Requirement Not Suspending Enrollment (Doc ID 751705.1)

Certification is needed each time a person elect a new option within a plan.
Certification is produced as required and action item is also produced.
However, the enrollment is not suspended and by the same token no interim enrollment is made.

Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Go to responsibility HRMS Manager.
2. Enroll the employee to other option. No interim option is created.
