FRM-91500: Unable to start/complete the build

The issue can be reproduced at will with the following step:
Run the frmcmp command as follows:

$ frmcmp

FRM-91500: Unable to start/complete the build.

Note: The issue occurs only when forms are compiled from a PC different than server.
