E-Business Suite Workflow Mailer Inbound Processing Moves Valid Messages to Discard Folder

Symptoms
Workflow Mailer is moving the user responses to email notifications into the Discard folder without any error in the log files.
Enabling statement Level logging for the mailer:
a. In Workflow Manager / Notification Mailer / click on Edit / Advanced / At Step 2, change Log Level to Statement/ Finish Mailer setup
b. Stop / Start the Mailer

is showing that some messages are correctly processed:
