Symptoms
On 11.5.10.2 in Production:
When attempting to enter a quote, the quote is saved and a number assigned.
As you move to lines and enter an Item for the quote, the following error occurs.
ERROR
Note: Cannot specify a value for this attribute (Ship Set) is negotiation phase. <OK>
