Orders do not Progress When Create Configuration Items is run to Create Star Number (Doc ID 757484.1)

Symptoms

On 11.5.10.2 in Production:
Have Configured models assigned to multiple plants and ItemMaster BOM is imported into Configurator.
Recently client refreshed Configurator Model and since then they are not able to create star numbers of the
models in sales orders.  They can configure the product using configurator, but not able to progress further
to create start number and fulfill the order.  The error on the sales order when do ACTION -> 'Autocreate
Configurations Item' "An internal error occured while creating a Bill of Material for the configuration item".


ERROR
"An internal error occured while creating a Bill of Material for the configuration item".

STEPS
The issue can be reproduced at will with the following steps:
Book order, action -> Autocreate config item
