PTO Carry Over Not Working For Anniversary Date That Is Mid-Month (Doc ID 761386.1)

Symptoms

-- Problem Statement:
Run the carryover process on anniversary date of the employee whose hire date is not the 1st of a
month, the carryover does not carry the the net entitlement due in next cycle. For employees whose
hire dates are the 1st of a month, the carryover works fine.

EXPECTED BEHAVIOR
Expect the PTO Carryover work fine for employees whose hire dates is not 1st of a month

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Existing Person is enrolled onto Annual Plan with an effective date from 01-Mar-2009. Person's hire date is 15-Mar-2006
2. Add an extra balance element entry for say 10 days (this is extra balance available)
3. Run the PTO Carry Over process on 15-Mar-2010.
4. No Carryover Balance
