Symptoms

When attempting to create a non-catalog request, the following exception is called.

Steps To Reproduce:
1. Log in to the Oracle iProcurement Responsibility.
2. Click the Shop tab.
3. Click Non-Catalog Request.
4. In the Item Type field drop-down list choose "Goods or Services billed by amount" or "Services billed by quantity".
