"Could not reserve record" Error Appears When Trying to Update Purchase Orders

Symptoms
After opening a PO and attempting to change one of the fields in the PO you receive the following error:
Could not reserve record [2 tries]. Keep trying?
After clicking on Yes, the following error appears :
FRM-40501: ORACLE error: unable to reserve record for update or delete.
Steps to Reproduce :
1 - Navigate to PO form
2 - Query PO
3 - Attempt to update PO
Buyers are unable to modify any of the POs with this issue.
