Cycle Count Api Not Working For Scheduled Counts (Doc ID 786497.1)

Customer is using the Inventory Cycle Counting API (MTL_CCEOI_ACTION_PUB.IMPORT_COUNTREQUEST) to upload counts. The API works fine if uploading manual count requests. If passing a valid
Count List Sequence for a scheduled count the API completes successfully, but the record never makes it into the approve counts form, it stays stuck in an exported status?    The details in the specification for the API, state that the record will remain in an exported status when there is an error and to check the interface errors. The record is in the Interface table, but shows a status of successfully validated, there are no errors.
