-- Problem Statement:
On 12.0.6 in Production:
When attempting to delete custom Job Group, the following error occurs:

ERROR
APP-PER-52685: You cannot delete this Job Group because it is linked to a Representative Body.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Global Super HRMS Manager > Work Structures > Job > Job Group

2. Create Job Group:
    Job Group: TEST
    Job Flexfield Structure: Job Flexfield
    Business Group: NULL
    Primary Job Group: N

3. Global Super HRMS Manager > Work Structures > Job > Job Group

4. Delete the TEST Job Group.

5. Receive Error: APP-PER-52685: You cannot delete this Job Group because it is linked to a Representative Body.
