Why an Ex-Employee's Record Cannot be Deleted

Goal
When attempting to delete an employee record using the "Delete Personal Records" option under US Super HRMS Manager responsibility the following error is received:
APP-PAY-06251: You cannot delete agents.
This employee was a buyer and the buyer status had been end dated. Buyer records cannot be deleted.
Is there something else that needs to be done before this ex-employee can be removed?
