Appointment Times Cannot Be Processed Correctly Post Daylight Savings Time Change (Doc ID 798545.1)

Symptoms

-- Problem Statement:
On 5.5.05.02, When attempting to schedule appointment for the 30th March 2009 in the British Summer Time zone, ( a day after the clock changes to Daylight Savings time) the following error occurs:

ERROR
Unable to Set Appointment Time between 2009-03-30 07:30:00 Europe/London and 2009-03-30 09:30:00
Europe/London because service provider rule is preventing it

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Set up a Shipment to be delivered after the Daylight Savings Time comes into effect on the 29th March 2009
2. Set up the service provider on the Shipment with a Service Provider rule that has restrictions on when appointments can scheduled for them
3. try to schedule an appointment for the delivery stop and see that the Appointment fails to be scheduled
