Symptoms

While attempting to create items (item revisions are not used) through Item Import open interface (INCOIN), the records get rejected with the following error in the request log and in MTL_INTERFACE_ERRORS table.


STEPS
The issue can be reproduced at will with the following steps:
1. Populate the open interface table
2. Launch Item Import
