Cost Distribution Lines Do Not Have The PA Period And GL Period Names Populated

Symptoms
In Projects, cost distribution lines (CDL's) do not have the PA Period name and GL Period name populated. These columns should be populated after the CDL's are created and interfaced to General Ledger.
As a result, the PRC: Update Project Summary Amounts process may fail with one of the following errors:
MSG-00001: proj_accum: Exception Generated By Oracle Error: ORA-01400: cannot
insert NULL into ("PA"."PA_TXN_ACCUM"."PA_PERIOD")
OR
ORA-01400: cannot insert NULL into ("PA"."PA_TXN_ACCUM"."GL_PERIOD")
