Collection Import Worker completes with Warning - Critical Error

On 12.0.6 in Production:
When trying to update quality results Through the API. When running the Collection Import Manager,
the program ends with a Warning. The log files have no information. In the Collection Import
form - the records all have an Error = "Critical Error" but no other information
the following error occurs:
ERROR: Critical Error
The issue can be reproduced at will with the following steps:
1. Insert data into results API using Import View:
insert into q_rsta_fl_ncr_header_plan_iv (insert_type, nonconformance_number,
nonconformance_status, process_status, organization_code, plan_name)
values (2, 'NCR10060', 'CLOSED', 1, 'FLA', 'RSTA FL NCR HEADER PLAN');
2. Run the Collection Import program.
3. View log files and import results form
