This problem can occur on any platform.

Symptoms

On 11.5.10.2 in Production:

Even though the Allow Disabled Values Flag is checked on a concurrent
request, when the LOVs of the parameters of the request are evoked on a
framework page...ONLY the enabled values are shown..This cannot be reproduced
in Oracle forms. The correct values are shown there.

EXPECTED BEHAVIOR
Expect to see all the values including disabled values of  the parameters of a request shown on a framework page

STEPS
The issue can be reproduced at will with the following steps:

NAV: Requests--> Schedule

Under Program Name...Enter Request name or select from the list

Click on Next

Click on the Flashlight icon...

Enter % in the field and click on GO

The values that will be displayed are ONLY the enabled values in the values
form for that valueset.. They do not include the disbled
values...even though the Allow disabled values flag is checked on the
definition of the program.
