Goal
Create a project with tasks. Enter an 'Approved Expense Cost Budget' budget, submit it and baseline it.
Later it becomes necessary to make changes to the project task structure but it is not possible because a budget exists.
The following error occurs: "There is a budget for this task". There have been no other transactions.
How can the user delete the budget?
