Currency Format Not Separated By Commas (Doc ID 831818.1)

Symptoms

Expect to get the currency format like 10,000.00 in Receivables as the General Preferences > Regional> Number Format is set accordingly.
However the format is like 10000.00

Steps To Reproduce:
1. Go to ebusiness "log in" screen.
2. Select Preferences > Regional> Number Format
3. Select 10,000.00 from the LOV.
4. (R) Receivables > (N) Transactions > Transactions
5. Enter a transaction and notice the amounts.
