Party Merge Errors With 'You cannot select the party with Registry ID 24226 because it is already in Party Merge batch 14167'

ARHPMRG.fmb, ARXCUPMG - Party Merge
Unable to perform Party Merge for a party. The following error is received:
You cannot select the party with Registry ID 24226 because it is already in Party Merge batch 14167.
Steps to reproduce:
Responsibility: Oracle Customers Online Data Librarian Superuser
Navigation: DQM > Data Quality tab
- Select Merge Requests subtab
- Create Request by Request Id
If you cannot find merge batch 14167 in OCO Data Librarian responsibility, it is possible that the batch was created in Trading Communiy Manager via the Party Merge Batch form, not in Customers Online Data Librarian.
