Shipping-Transportation Sends 'Ignore For Planning' Deliveries to OTM

Shipping-Transportation Outbound Interface (WSHOOINT)

When the Shipping-Transportation Outbound Interface (WSHOOINT) concurrent program is run with Interface Action Parameter = ActualShipment, the system is pulling the deliveries that were marked as "Ignore for Planning" and sending them to OTM.
This causes order releases and shipments to be created in OTM with a secure resources status of NOT STARTED. The OTM process will then try to tender these shipments when they should not be tendered.
