Symptoms
When attempting to run Requisition Import for a Drop Ship order, the following error occurs:
ERROR

The suggested buyer is not a valid buyer or employee.
Exception Report shows the following error also:
Transaction Column Name Error Message
------------ ------------------ ---------------------------------------
XXXX SUGGESTED_BUYER_ID The suggested buyer is not a valid buyer or employee
Cause: You entered an invalid buyer.
Action: Enter a valid buyer.

The issue can be reproduced at will with the following steps:
1. Order Management Super User Responsibility
2. Enter a drop ship order for an item
3. Run Workflow Background Process
4. Run Requisition Import
5. Completes with error shown in the Requisition Import Exceptions Report.
