This problem can occur on any platform.
Symptoms
When attempting to send email notifications for an alert, the following error occurs.
ERROR
APP-ALR-04134: You need to specify one or more users to receive the message.
STEPS
The issue can be reproduced at will with the following steps:
1. Schedule Periodic alert to run every calendar day
2. Have the alert send a email notification
