Users Responsibilities Disappear When Closed by Human Resources Before Terminate Assignments (Doc ID 861977.1)

perwfrl.odf : Modified the select clause for expiration date and where condition.
peper11t.pkb : Modified the procedure DELETE_ROW1.
perhrwfs.pkb : Modified Procedure PER_PER_WF and Function CHK_DATE_STATUS

Symptoms

On 11.5.10.2 in Production:
When deactivate Employee who is user on the application and then run the 'Synchronize WF LOCAL
tables', check the User form System Administrator -> Security -> User -> Define and query
that user, you will find that all the responsibilities are now missing

EXPECTED BEHAVIOR
Expect to find the user as end dated but the responsibilities not to be deleted

STEPS
The issue can be reproduced at will with the following steps:
1. Terminate a user from HR
2. Execute the concurrent request "Synchronize WF LOCAL tables"
3. System Administrator -> Security -> User -> Define and query that user, you will find
that all the responsibilities are now missing
