Unable To Create Withholding Tax Authority Invoice In Foreign Currency (Doc ID 869369.1)

Goal

Q1: A 3rd party supplier invoice is entered in foreign currency. The supplier is subject to withholding tax. It's primary currency is in foreign currency. Same for the Tax Authority supplier. However, the automatically generated w/h tax invoice for the Tax Authority is created in functional currency only. Is this standard functionality, i.e. is it possible to automatically create the tax authority invoice in the same entered (foreign) currency of the 3rd party supplier invoice?

Setup Withholding tax per AP User Guide. Functional currency is CAD. Enter the 3rd party supplier
invoice in USD (foreign currency) and it is subject to w/h tax. The 3rd party supplier invoice and payment currency is USD. Same for the Tax Authority supplier. Able to automatically create the w/h tax invoice for the tax authority, but it is in CAD (functional currency) only. Unable to create the invoice to tax authority in USD.
