"Edit" SmartLink Does Not Bring Up Correct Actions Button From Custom Screen Set

Symptoms
-- Problem Statement:
A custom Order Release Screenset is configured with a specific list of Actions. When the SmartLinks -> Edit option is selected, the default Action list is displayed on the Edit screen (even though the custom Screenset is used). However, if the Edit button is used to edit the Order Release, then the Actions include the custom list (expected behavior)
-- Steps To Reproduce:
1. Have custom Screenset with specific Actions.
2. From search results, right click on object and select Edit
3. Notice that the Actions button is displayed with all default Actions
