R12: AP/IBY: PPR Stuck In Formatting Status - Unable to Terminate (Doc ID 889051.1)

Payment Process Request failed while running the Format Payment Instructions.  When attempting to cancel the batch, received the following error message:

"This payment instruction has been locked by a concurrent program. You cannot modify it."

A data fix is needed to release the lock and terminate the PPR.

-- Steps To Reproduce:
1. Create PPR.
2. Submit the PPR.
3. PPR gets "stuck" in Formatting status.
4. Try terminate the PPR.
5. Error message is received.
