Not Possible to Associate Project Number to Requisition for Inventory Items (Doc ID 889367.1)

Symptoms

Can not associate a project number for Purchase Requisition of Inventory Items even though Project
Manufacturing is completely installed & Organization is project enabled. (ie 'Enable Project References' is enabled for the organization)

The project related fields are greyed out.

Steps To Reproduce:

1. Create a new requisition for the project enabled organization
2. Click on distributions > Project tab page.
3. Check the project related fields.
