"MISSING_GLUSERGID_OR_GLPASSWORD" Error on Inbound XML from EBS to OTM (Doc ID 943270.1)

Symptoms

-- Problem Statement:

Inbound XML is being processed by OTM from EBS and failing with the following error (as found in the Transmission Ack)

<TransmissionAckReason>MISSING_GLUSERGID_OR_GLPASSWORD</TransmissionAckReason>

-- Steps To Reproduce:
1. Send inbound transmissions from EBS to OTM
2. Review the Transmission Ack from the inbound transmission
